Terms and Conditions

These Terms and Conditions govern the contract between you (“the Client”) and Apliko Consulting OÜ, Sepapaja tn 6, 15551 Tallinn, Estonia, commercial register number 17488922, VAT EE102984053 (“we”, “us”), for the services offered at certificate-assist.ie. By placing an order you accept these Terms.
1. What we do, and what we do not do
We provide a private administrative assistance service. We collect the information you give us, review it for completeness and common errors, prepare your request in the format required by the General Register Office (GRO) of Ireland, submit it, and pay the statutory fee on your behalf.
We are not a government body and are not affiliated with, endorsed by or acting on behalf of the Government of Ireland, the HSE or the GRO. We do not issue certificates. The GRO alone decides whether a certificate is issued and posts it. You may apply directly to the GRO yourself, paying only the €20 statutory fee, at hse.ie.
Our service covers records held by the GRO of the Republic of Ireland. Events registered in Northern Ireland after 1922 are held by GRONI, a separate registry, and are outside the scope of this service.
2. Price and payment
The total price is €79 per certificate requested, made up of:
- €20: the statutory fee of the General Register Office, which we pay to the GRO on your behalf as a disbursement;
- €59: our service fee for the administrative assistance described in section 1.
This breakdown is shown before you pay. Payment is made online by debit or credit card through our payment provider. Payment is due in full at the time of ordering.
3. Right of withdrawal and refunds
As a consumer you normally have 14 days to withdraw from a distance contract without giving a reason.
Because our service is usually performed within a day or two, we ask you at checkout to expressly request that we begin immediately and to acknowledge that you lose the right of withdrawal once we have fully performed the service. If you withdraw after we have begun but before we have finished, you owe an amount proportionate to the work already done, and the €20 statutory fee if it has already been paid to the GRO.
In addition, we apply the following:
- Before we submit your request: cancel by emailing us and you receive a full refund of €79.
- The record does not exist, or the GRO cannot locate it: we refund the €59 service fee. The €20 statutory fee is refundable only to the extent the GRO refunds it to us.
- The event was registered in Northern Ireland or otherwise falls outside GRO jurisdiction: full refund of €79.
- We make an error in preparing or submitting your request: we correct and resubmit it at no cost, or refund you in full if that is not possible.
- The GRO refuses the request because of information you supplied that was inaccurate or incomplete: the service fee is not refunded, as the work was carried out.
Refunds are made to the original payment method within 14 days of us accepting the refund.
4. Your obligations
You are responsible for the accuracy and completeness of the information you provide, and you confirm that you are entitled to request the record concerned. We prepare the request on the basis of what you tell us and cannot verify the underlying facts. Requests submitted with incorrect details may be refused or delayed by the GRO.
You must not use our service for any unlawful purpose, including obtaining a record you have no lawful basis to request.
5. Processing times
We submit complete requests promptly, normally within one working day. Delivery typically takes 1 to 2 weeks, but this depends on the GRO and on postal services, and international delivery may take longer. These timescales are indications, not guarantees: issuing and posting the certificate is entirely under the control of the GRO.
6. Liability
We are liable for performing our own service with reasonable care and skill. We are not liable for the decisions, processing times, errors or omissions of the GRO or any other authority, nor for postal loss or delay once a certificate has been dispatched by the GRO.
Except in cases of death or personal injury caused by our negligence, fraud, or any other liability that cannot be limited by law, our total liability in connection with an order is limited to the amount you paid for that order.
Nothing in these Terms affects your mandatory statutory rights as a consumer.
7. Intellectual property and use of the Website
The Website and its content belong to Apliko Consulting OÜ or are used under licence, and may be used for personal, non-commercial purposes only. You must not attempt to disrupt the Website or gain unauthorised access to it.
8. Data protection
We process personal data as described in our Privacy Policy, in accordance with the GDPR.
9. Complaints, governing law and disputes
Please raise any complaint with us first at support@certificate-assist.ie. We aim to respond within five working days.
These Terms are governed by the laws of the Republic of Estonia. If you are a consumer resident in the European Union, this does not deprive you of the protection of the mandatory consumer rules of your country of residence, and you may bring proceedings before the courts of that country.
Consumers may also use the European Commission’s online dispute resolution platform at ec.europa.eu/consumers/odr.
10. Changes to these Terms
We may amend these Terms. The version in force is the one published on this page at the time you place your order.
